Addressing institutional fragmentation in global environmental governance
This seminar examined the institutional complexity of global environmental governance, including climate governance. Presenters took stock of the current institutional landscape and analyzed the degree of governance fragmentation, drawing from case studies on climate-friendly technologies, maritime shipping, renewable energy and REDD (+ others). They examined the effects of institutional complexity across scales and assessed the role of orchestration in facilitating institutional interactions. Orchestration entails national and international public organizations using indirect tools and soft power to steer industries and citizens towards addressing global environmental problems. It also involves combining indirect instruments with more direct regulatory tools, regulatory threats and/or incentives.
